Missouri Senate Passes Budget, Sends it Back to the House

Yesterday, the Missouri Senate third read the FY ’25 budget bills, sending them to the House for consideration today.  Because of time limitations, the budget bills by-passed the usual process of going to conference committees to work out differences between the Senate and House versions. Conference committees are made up of members of the budget committees of the two bodies appointed by senior leadership of the respective chambers. Instead, the Senate and House budget chairs, working with their staff, compromised on the bills to get them across the finish line by today’s Constitutional deadline. Republicans in the Senate had to rely upon Democrats to pass the budget, as members of the Freedom Caucus and other Republican members of the Senate voted “no.” The Senate also passed SB 748, the federal reimbursement allowance bill, which helps fund healthcare in Missouri and is necessary to balance the budget.  

There is one week remaining in the legislative session.  We are still looking for bills that could serve as vehicles for the YOP and NAP tax credit language we are hoping to pass.  I’ll have a more complete report for you after the end of session.
